Heat pump issues?

My heat pump’s outside unit is not kicking on every time, it is like every other time that the thermostsat calls for either heating or cooling. The inside blower does come on every time. I also get the Emergency Heat whenever the outside unit does not run. Please help me in troubleshooting.
The pump is definately not going to defrost. I have already replaced the thermostat with a Honeywell (problem existed before changing). I have tested the 24V signal to the contactor and it seems to be intermittent. Thanks for the responses so far, please keep them coming.
