Is it legal for a biz to make employees work in a building with HVAC turned off during construction?

I work in a building which is having construction going on involving chemicals, drywalling, and residing of stucco. We are expected to work hear every day and can not open windows. often the HVAC system is not bringing in fresh air or is not on at all. Many people have suffered allergy-like symptoms and headaches. Is this illegal for our employer to do to us?

      An at will state which basically means that you to work somewhere so if you can quit at any time no especially if you can quit at any time no one is your choice to work somewhere so if you are working under you can quit at any time no especially if you work in an at will.
