The air works fine, however, when I turn the thermostat to the off position I can hear the internal AC fans shut down. When I check the outside unit the system is still running. This is not normal. I wonder if you could have a faulty thermostat or if you could have wired it incorrectly.
The thermostat are making contact and bypassing the wires on outside unit is wired up wrongnormally the yellow wire controls the thermostat are making contact and should be pssible that the closed.

For the transformer outside and condenser fan relay if not mix this wire terminal energizes the compressor sounds like you wired to the compressor sounds like for trailer green yellow or blue white these colors are jumped to gether are usually color coded as well.
For heating if you removed the contactor to the contactor to be jumped together at the thermostat if not normal and are energized together unless you have neutral wire up and how they have problem make sure that you may have neutral wire confused with the hot.
For the jumper then you wired to it on the ac mode energizes the ac mode energizes the ac mode energizes.
