My air conditioner is freezing on pipes, what does that mean?

Our air conditioner ferezes at the pipes outside. We don’t understand why it does this? Any help?

      The evaporator coil is due to poor air hope this is showing in the return air filter blower motor can be caused by lack of water and it same goes for the air flow.

      The coil and filter are clean then its low on refrigerant.
