What causes a window air conditioner to freeze up in the front where you can see ice on it?

What causes a window air conditioner to freeze up in the front where you can see ice on it? My husband sprayed water in the front of the a/c to clean it. He said that it was freezing up before he cleaned it with water that is why he cleaned it. What do you think? How can we get it to stop freezing up? Thanks in advance for your answers.
